There is no single bulk fuel price in Ghana, and any supplier who quotes you one before seeing your account is guessing. Here is why, in plain terms:
- Fuel pricing in Ghana has been deregulated since 2015 — the state no longer fixes prices; suppliers set their own.
- The National Petroleum Authority (NPA) publishes the price build-up and, since 2024, a price floor for the pump market, in twice-monthly windows (1st–15th and 16th–end of month).
- But bulk and contract fuel is quote-only — never published. It is priced per contract, indexed to the NPA price build-up, plus the factors specific to your account.

What Actually Drives a Bulk Fuel Quote
A bulk quote is built in two layers:
- The market base — the NPA price build-up, which moves with the twice-monthly windows and the prevailing ex-refinery price. This is the part the whole market shares.
- The contract-specific layer — the part that makes it your price:
- Volume and how regular it is
- Delivery points — how many, how far
- Delivery schedule and how critical continuity is
- Fuel grade and specification
- Storage arrangements, if any
That second layer is why a bulk quote is a quote. A mine taking large regular volumes to one site is not priced like a factory taking smaller variable volumes to several.
Why No Honest Supplier Publishes a Flat Bulk Rate
A published flat bulk per-litre rate would have to do one of two dishonest things: either ignore that the market base moves every two weeks, or quietly pad every quote to cover the unknowns it can’t see. Neither serves you. We would rather index transparently to the NPA build-up and quote your actual account — so you can see what is the shared market base and what is specific to your contract.
